			<description><![CDATA[<p>If the documentation had said it was the system default, this probably wouldn&#039;t be a bug.&nbsp; I would venture to guess that the correct format would be generated on GNU/Linux, but, on Windows, it is actually wrapping a Windows function that returns the format harry witnessed.</p>]]></description>

			<description><![CDATA[<p>Just a thought, but maybe it is using the system default time format.&nbsp; I know software like Borland&#039;s C++ Builder and Microsoft&#039;s Visual Studio change the format to meet system wide format preferences.</p>]]></description>
