While the opposite exists (f2c), I am not aware of any tool that converts C to Fortran.  Is there any particular reason you were looking for such a tool?

My company requires Fortran for its main model.
There is a lot of C code out there that I can use/test/modify before converting to Fortran.
I'm better at C.
